The Organic Law for the Proper Use and Governance of Artificial Intelligence is being processed as an organic law because it affects fundamental rights, requiring an absolute majority in Congress for its approval. Beyond its procedural aspects, the law establishes the national supervisory framework: who monitors, who imposes sanctions in Spain, and how powers are coordinated between the Spanish Agency for International Cooperation in Artificial Intelligence (AESIA) and other sectoral bodies (Spanish Data Protection Agency, Bank of Spain, CNMV). What the Spanish law adds to the European AI Act—which is already mandatory—is essentially this national institutional framework and a detailed sanctions regime with specific provisions adapted to the Spanish legal system.
Spain currently has a real opportunity to position itself as a key player in the European New Space sector. It has competitive technology, growing public support, and companies with a global vision. What's lacking is for the conversation about regulation, international expansion, and governance to reach the same level of sophistication as the technological discussion. Because space isn't won solely in orbit.
